SECTION 1. We, the adult Citizens of the United States of America, hereby declare that the oceans of the world are a vital part of the global environment and that they are a natural resource that must be restored and protected as a vital and sustainable part of the global biosphere of marine plant and animal species.
SECTION 2. Therefore, we further declare that, as a world leader in the environmental protection and restoration of our oceans and their natural biological diversity, the following Act is established.
SECTION 3. A 1,000 mile territorial limit is established in the oceans bordering any part of of the territory of the United States of America.
SECTION 4. We further declare that the taking any native species of plant or animal ocean life shall be prohibited within our territorial waters for a period of 5 years to allow for the natural ocean biodiversity to become re-established and species populations to recover to healthy and sustainable levels for the benefit of future generations.
SECTION 5. It is our expressed desire that the Citizens of all the Nations of this Earth will join with the Citizens of the United States of America and approve and ratify similar Acts in their Nations for the protection, restoration, and sustainability of this vital global resource that we and future generations all depend on for our survival.
Upon being approved and ratified by a majority of the adult Citizens of the United States of America, this Act shall immediately become law.
