National Internet Online Higher Education Act

NATIONAL FIBER OPTIC INTERNET ONLINE PUBLIC HIGHER EDUCATION ACT

We, the majority of the adult Citizens of the United States of America, hereby declare that in order to maximize the 21st Century educational potential of the Internet and secure the benefits of a Federally funded tuition and student fees free higher education for enrolled students as well as for the general public who, for whatever reason, are unable to physically attend the classroom presentations, lectures, labs, and related student discussion groups for each course, including all courses in graduate and professional programs offered by all United States of America public Colleges and Universities, the following shall be enacted.

Section 1 Fiber optic Internet connected video and audio equipment shall be installed in all classrooms (FTTP) with a minimum upload and download capacity of 1000mbps in order to record and upload these classes onto the Internet so that enrolled students and the general public will be able to view the lectures, discussions, and labs the general public is already paying for.

Section 2 All public institutions of higher education shall be required by this Act to provide a Federally funded free education, including tuition and all student fees, to all their students enrolled in undergraduate, graduate, and post graduate professional programs in any public institution of higher education.

Section 3 Complete course outlines and lists of all required and suggested course materials must also be posted online and Federally funded, including the posting online of all relevant text from these course materials so the material may be viewed by enrolled students and the general public.

Section 4 In order to establish a more cost and time effective degree path for our intelligent and self motivated enrolled students, all general education core curriculum course requirements or prerequisite course requirements for any degree shall be immediately discontinued at all public Colleges and Universities.

Section 5 All of the existing government or private student loans now owed by 40+ million people, currently in excess of $1,200,000,000,000, shall transfer to the United States Treasury and be re-issued as "Interest Free Principle Only 30 Year Treasury Loans".

Section 6 All new Treasury issued student loans for education related living expenses such as rent, food, child care, insurance etc shall also be issued as "Interest Free Principle Only 30 Year Treasury Loans". Upon leaving school a 5 year grace period shall apply before beginning repayment of the loan.

Section 7 The 5 year grace period shall also apply to all existing student loans where people are currently making payments, beginning on the date this Act is Ratified and Approved by a majority of the adult Citizens of the United States.

Upon being Approved and Ratified by a majority of the adult Citizens of the United States of America, this Act shall immediately become law.
