SECTION 1. We, the majority of the adult Citizens of the United States of America, hereby declare that once a motor vehicle has been licensed and registered to an owner or owners in the United States of America, no further local, State, or Federal license or registration fees or other forms of taxation can be assessed or collected on that vehicle.
SECTION 2. For any level of government to place a recurring tax on any motor vehicle has the effect of us merely renting that motor vehicle from the government and never, never actually owning it outright!
SECTION 3. We further declare that the fees to license and register any motor vehicle at the time of original purchase, transfer of ownership, or when making any required changes in license or registration information, such as change of address, shall not exceed the actual cost of such procedures for the creation, updating, or maintenance of motor vehicle license and registration records.
Upon being Approved and Ratified by a majority of the adult citizens of the United States of America, this Act shall immediately become law.
