We, the majority of the adult Citizens of the United States of America, hereby declare that all edge provider content transmitted on our Internet shall be treated with transparently verifiable equality by Comcast, AT&T, Verizon, Time-Warner, and all other wired or wireless Internet Service Providers regarding both edge provider data transmission speed and quality, and end user content accessibility.
Section 1 The fact is that ARPANET, NSFNET, and CSNET, which became our Internet, were created by American government Agencies and American Universities with tax payer funded grants from the Defense Advanced Research Projects Agency and the National Science Foundation.
Section 2 Therefore, our wired and wireless Internet must continue to be open, innovative, and universally accessible Public Trusts that shall now be properly classified and protected as communication and information utilities that belong to all the People equally.
Section 3 To promote the development of the most advanced Internet possible, this Act requires all Internet Service Providers to provide transparently verifiable real time information on the content transmission bandwidth that is actually available over their infrastructure to all edge providers and end users.
Section 4 Specifically, this Act requires that all edge provider video, audio, and text data transmissions shall remain equal and unrestricted, and that our free, open, and unregulated access to the entire Internet and all of it's edge provider legal applications and content shall remain equally accessible and completely unobstructed for all of the People who use our Internet.
Section 5 This Act specifically prohibits the imposing of any selective corporate fees for faster or higher quality video, audio, and text data transmissions or any other regulations or restrictions that would divide our Internet into two-tiered or multi-tiered fast and slow data transmission lanes.
Section 6 This Act shall also prohibit all "pay for priority", "pay-for-play", “gatekeeper”, or “tollbooth” restrictions imposed by, or infrastructure "choke points" created by, any Internet Service Provider that would regulate, or interfere with, in any way whatsoever, our presently free and open Internet's end user's universal content accessibility and edge provider data transmission equality for all the edge providers and end users of our wired and wireless Internet.
Section 7 As any wired or wireless ISP must operate as an information transmission public utility for the benefit of the general public, their charges for the transmission of a GB of data shall not exceed all transparently and publicly verifiable current operating overhead and future capital investment in wired or wireless infrastructure transmission capacity and improvements.
Section 8 The open, innovative, and universally accessible nature of our Internet has always served the common interest of We the People. We shall never accept our Internet becoming the regulated, restrictive, and self-serving domain of the wired or wireless Internet Service Providers.
Section 9 As the Internet is the only public platform where We The People can freely exercise our First Amendment rights, we shall never allow any agency, body or branch of any level of government to tax or oppressively regulate our presently free and open internet!
Section 10 It is our expressed intention that, by this Act, we shall preserve our presently open, innovative, and universally accessible Internet for ourselves and future generations.
Upon being Approved and Ratified by a majority of the adult Citizens of the United States of America, this Act shall immediately become law.
